Abstract
Taking into consideration the elements indicated in the Convention on the Rights of Persons with Disabilities, with a view to fully developing human potential, the sense of dignity, self-esteem and strengthening respect for human rights, fundamental freedoms and diversity, As well as maximizing personality, talents, creativity, mental and physical abilities, policies must be proposed that make it possible for people with disabilities to participate effectively in a free society. In this sense, the objective is to characterize inclusion at the Universidad Politécnica Salesiana, Cuenca-Ecuador, for which a systematic review of an exploratory nature is drawn up, in addition to using a qualitative survey with an exploratory-descriptive nature as an instrument. , which is made up of 19 closed questions with a Likert-type scale and multiple choice, giving us as main results that the Higher Education Institution has established as policies for inclusion accessibility to the physical environment, technological accessibility, programs for undergraduate scholarships and postgraduate courses, pedagogical facilitators, university volunteer network, provision of technical aids and pedagogical materials, information and accessible dissemination of academic offerings, awareness-raising, generation of research projects that contribute to improving the quality of life, priority and preferential treatment, accessibility to bibliographic information.
