Abstract
Contemporary socio-political problems in Latin America have been defined, in recent decades, by a crisis of governance. This crisis is reflected in the permanent struggles between those who promote neoliberal policies through globalization and those who try to develop new critical alternative models to the capitalist system. The problems of efficacy, effectiveness and efficiency of the political system and the public institutions that make up the State, as well as the legitimacy, credibility and support of the governed for those in power, are a mirror of this crisis. This research assumes the challenge of promoting a new style of transformational management that allows rethinking, from ethics and values, the complex of contemporary public organizations. The development of a humanizing management with an organizational philosophy based on consensus, recognition and legitimacy is part of the proposed objectives. To this end, it proposes new scientific, technological and socio-educational plans demanded by society.
