2021 IEEE Fifth Ecuador Technical Chapters Meeting (ETCM)

As IEEE ETCM 2021 General chairs and on behalf of the conference organizing committee, it is for us a pleasure and a great honor to welcome you to the fifth version of the Ecuadorian Technical Chapters Meeting, from October 12 to 15 in Cuenca‐Ecuador, organized by the IEEE Ecuador Section and co‐organized by the Universidad Católica de Cuenca. IEEE ETCM 2021 aims to provide a comprehensive and highly prestigious venue for academics, engineers and researchers in particular from Ecuador Technical Chapters fields of expertise. In this version, we covered both theoretical and practical issues related to Systems and Control, Industrial Electronics, Power and Energy, Engineering in Medicine and Biology, Robotics and Automation Systems, Circuits, Systems and Electron Devices, Computational Intelligence, Smart Mobility, Education in Engineering, Computer and Software Engineering, Communications, and Social Issues and Professional Practice This year we received 120 paper submissions from Ecuador, Peru, Mexico, Spain, Venezuela, France, Brazil, India, Chile, among other countries. 70 of them were accepted. The program for this year’s conference includes 6 tutorials and 6 invited talks from Distinguished Lecturers in the areas mentioned above. The first IEEE ETCM was organized in 2016, in Guayaquil‐Ecuador as the first IEEE Ecuadorian Conference that brings together all the Ecuadorian professional IEEE Chapters. It was decided to do it on an annual basis and the second edition was hosted in the beach of Salinas‐Ecuador in 2017. In 2018, the city of Cuenca was the location for the event. The next year, 2019, the IEEE ETCM came back to the city where it started, Guayaquil. In 2020 the event didn’t take place because Ecuador hosted the IEEE ANDESCON, the Conference of the IEEE Andean Council. This year is the fifth edition of the event and the first time that it is in hybrid mode (virtual and face to face), in the city of Cuenca again. Let this be the opportunity to express our gratitude for the support of the IEEE Ecuadorian Chapters, Distinguished Lecturers, Chairs, Reviewers and all the professional and student volunteers that made this conference possible. We also want to express our gratefulness to the Universidad Católica de Cuenca for being our sponsor.
