Abstract
The debate about public management has intensified in recent years, not only in Latin America and the Caribbean, but also in all Latin America. The value of public policy and the role of State, in addition to the importance of issues such as the inefficiency of the itself to respond to the needs of society and corruption, have opened the discussion about the relevance of moving from the model of representative democracy to participatory democracy, where citizens become a key actor, both in decision-making in the definition of public policies that directly affect their quality of life as in the control of the performance of the Government (national, regional and local).
