Resumen
This paper presents a methodological framework for the participatory design of technology public policies, derived from a systematic literature review and grounded in the abstraction of practical experiences from interregional cooperation between Europe and Latin America. The proposed framework integrates key principles from collaborative governance, regulatory learning, and co-creation processes, offering a structured and replicable model for multi-stakeholder policy formulation. The framework is composed of five sequential phases-initial definition, regulatory grounding, collaborative construction, refinement, and finalization-and is designed to guide interdisciplinary working groups in producing actionable Policy Papers. These outputs are intended to inform strategic policy innovation blueprints and support sustained dialogue between diverse institutional actors. By combining theoretical insights with operational clarity, the framework contributes to the broader literature on participatory policy design and provides a useful tool for institutions engaged in digital transformation policy development. The paper concludes with recommendations for adapting the model to other domains and institutional contexts.
