Abstract
This research was conducted with the objective of presenting the levels of transparency of public information in the municipal websites of different capitals of Ecuador during COVID-19. Most Latin American countries have an approved Organic Law on Access to Public Information, but this Law is not complied with in the websites of public institutions. In the health emergency produced by COVID-19 in Ecuador, the lack of transparency was observed in public contracting that occurred during the crisis; "the purchase of at least 7,000 food kits with alleged illegalities authorized by the National Risk Management Service is one of the cases of corruption that occurred in Ecuador, municipal governments are denounced for corruption, especially in crisis situations. Due to COVID-19 there are allegations of misuse of public resources and lack of transparency in the purchase of medical and other supplies. Transparency of public information and access to information are essential for citizen participation and prevention of corruption. Analyzing transparency in public information implies analyzing and understanding ethics as a regulatory law against corruption.
