Abstract

Prologuing the text of the proceedings of the VII International Congress on the Application of Advanced Information and Communication Technologies (ATICA2016) and the IV International Conference on the Application of Information and Communication Technologies to Improve Accessibility (ATICAcces 2016), is not only a privileged task but also a responsibility, especially with the society that demands inclusive technologies and effective communications for equity. It is interesting to note that the desire to consolidate categories that favor social participation has been the dream and work of many, for example it is worth remembering that in this year of the Congress it is 500 years since Thomas More offered the world his voice in "UTOPIA", where in the idealization of his island he stamped a culture of work, cooperation and democracy, without neglecting that he proclaimed Amauroto, the capital of his Republic, as one of total accessibility so that every citizen can reach and enjoy it, with enough water for all; His locality was constituted by houses that were guarded by locks so simple that anyone could enter or leave them since the true treasure of every person was his own being. This brief evocation, gives the guideline to promote necessary Utopias regarding ICT, that although we know that it is chimerical to speak of them as totally open and available to all, this should be the ideal of men whose science, today, allows us to integrate into this our global village, which is why ATICA 2016 seeks to break those virtual and technological walls that prevent effective communication in our times. The work of the Congress also resembles the standard of discussion of the Senate of Utopia, where its exhibitors socialize their best logics, there is no intervention that is not the result of the maturity of a scientific research process that seeks the public good. It seems equally accurate to see how among the participants there is a sort of family, although adoptive, to be configured around a common goal as ATICA 2016, to all of them, their dedication to science and technology in the service of the neediest, has united them.
