Abstract
Sexual harassment in higher education institutions (HEI) is a problem that is being explored and made visible in Ecuador. However, the lack of data to help estimate the magnitude of the phenomenon is notorious. This fuels the idea that it is not a priority problem. This article reports on the process of content validation among experts for the construction of an instrument to measure the prevalence of this phenomenon. This process was carried out through the judgment of experts to elaborate an inventory of practices and the selection of the most relevant and representative ones by means of the percentage of agreement system (Grant and Davis, 1996). It is concluded that the content validation phase by experts is key to the development of instruments on sexual harassment due to the multiplicity of definitions and the limited delimitation of the phenomenon. The panel of experts incorporated notions that are not contemplated in the literature. In reference to hierarchy, emerging relationships in intersectional dynamics were included, something that cannot be left aside in the Ecuadorian context. The delimitation of practices associated with content, effect, frequency, purpose, context and mode was also considered. Finally, the common approach favored having indicators for the measurement and future obtaining of figures that are not disparate in order to compare the results between universities and in a feminist key.
