Abstract

The text analyzes the three moments in the process of institutionalization of citizen participation in Ecuador. First, its beginnings in the 1990s with a fragile institutionalization in the non-state public sphere and in local governments. Then, in the progressive period, institutionalization expanded in the state apparatus with an enormous procedural regulation that led to governmental cooptation. Finally, with the transition of progressivism linked to public corruption, the institutional crisis of participation deepened.
