Abstract
In Social Sciences, processes are not static, the generation of laws and policies presupposes the design of a project that tries to solve a problem, but at the same time it is a straitjacket. This document does not disqualify or annul the regulations applied in the time and historical situation of Ecuadorian broadcasting, but identifies and explains the transcendence and purpose they had at the time, and also exposes the consequences and tensions that the laws and control institutions generated. The bibliographic and documentary research gives certainty to the implications, in addition it gives value to the historical information that tells about the and conjunctural discrepancies, since the birth of broadcasting in Ecuador until the year 2017, which corresponds to the digital era.
