Abstract
The migratory fact constitutes a fundamental pillar in the development and evolution of the human species. The history of mankind is built based on the large waves of migration, which originate in Africa, in the dawn of humanity. Emigration is a historical constant that allowed the development of culture.
The survival, the conservation of the species and the search for a better situation or living condition, encouraged humans to abandon their places of settlement and undertake the search for new places to live. Emigration is a right that can be exercised by all those who seek better living conditions on a personal level, family or social.
The different legal systems, both in the issuing countries, as well as the recipients, they must guarantee the legal bases so that the flows migratory, are carried out in safe conditions, guaranteeing respect to human rights and the search for decent living conditions.
