Abstract
In the 1990s, a new form of democracy emerged, in which social representation gained strength and the citizenry participated in the formulation of public policies and in determining part of the budget for their locality. The level of dissemination and application of participatory budgeting worldwide is unknown, as well as the implications it has had on democratic processes. In this context, a systematic literature review of indexed publications from 2000 to 2016 was conducted. Through the use of the qualitative analysis software NVivo and the use of matrices, information such as: title, author, year of publication, line of research and application of common themes is organized, analyzed and synthesized. The results show Porto Alegre in Brazil as the area with the greatest application of the methodology, and political will as the main success factor of controversy in the process.
