Abstract
"One of the most important aims of the centralized state school system was a new form of working class for industrial development. The schools had to inculcate standards of behavior important for work in factories rather than on personally owned farms or as artisans. Crucial to factory work standards was a sense of time and authority. The reformers understood that if children could be taught regular attendance at school as well as the importance of punctuality, they would arrive on time for work...." (Carnoy, p. 229). "...the reformers stratified studies, so that the children of laborers would not drop out but also would not receive academic instruction. Once this "equal opportunity" system was in place, its success could be measured by the number of pupils who remained in school and by the schools' preparation of people for available jobs" (Carnoy, p. 237).
