Abstract

A model to articulate tourist management and local development was designed for Cuban tourist municipalities. The model was theoretically based on the value chain approach, applied to the integration of municipal and extra-municipal value chain systems to encourage development. The theoretical diagnostic was based on the analysis of models for local development and territorial tourist management, both in Cuba and abroad. The empirical diagnostic relied on primary and secondary information sources. The field work was made in the municipalities of Viñales, Candelaria, Remedios and Trinidad. The theoretical contributions of the study were the definition of "value chain in tourist municipalities", and local government modeling of tourism management in municipalities. A procedure to implement the model was developed, including a system of indicators to assess and monitor the process modeled.
