Abstract
This document characterizes the situation and evolution of the Organic Law of Higher Education (LOES) in Ecuador. It is an ethnographic exercise carried out between 2020 and 2022, which includes attendance at conversations, meetings, meetings with indigenous academics and decision-making authorities of university public policy, with whom it was tried to decipher the levels of organization, collective identity, social fabric, and its transformations in Ecuadorian universities. Faced with the problems, in procedural terms, and the constant transformations of Higher Education Institutions (HEIs), it is intended to describe their characteristics, potentialities, contradictions and subjectivities. In general, this text aims to answer the following questions: how to promote the “interculturalization” of the country’s HEIs? and how to achieve this in relation to the National Campaign for the Interculturalization of the Higher Education System in the Ecuadorian Andes? In the end, what is intended, through this article, is that universities, polytechnic schools and technical and technological institutes generate spaces that allow the "interculturalization" of higher education in the country.
