Abstract
This paper builds a context of university inclusion, which is becoming increasingly difficult and complicated, possibly due to the economic, social, political and family situation that our country is going through; another element that prevents access to university, seems to be in the changing government policies that seek to assume models not in line with our reality, generating uncertainty, disbelief, instability and sometimes frustration when opting for higher education. To counteract this social-educational problem, the Secretary of Higher Education, Science and Technology (SENECYT) in agreement with some universities in the country, including the Salesian Polytechnic University (UPS) allocated quotas to accommodate students from vulnerable groups with state scholarships. The Salesian Polytechnic University implemented a pilot program called "SENECYT Scholarship Quota Policy" for students from different parts of Ecuador who applied to the Ministry of Education tests, obtaining a quota for this level of study. The objective of this chapter is to demonstrate the impact of the program on the academic improvement of the scholarship students, as well as to analyze the university experience generated from its very structure by the Technical Directorate of SENECYT. the Technical Direction of Pastoral Care, who through the application of the Preventive method, present statistical data that show the impact of the program on the academic improvement of the scholarship students. As a new and novel program, it presents some difficulties inherent to its process.
