Abstract
University-municipal technology transfer in developing countries faces systematic barriers including inadequate financial frameworks, institutional misalignment, and limited risk management protocols. This work presents a validated four-phase collaboration methodology implementing a novel cost-distribution model where municipalities fund physical assets while universities contribute applied research resources without cash expenditure. The methodology integrates Quadruple Helix stakeholder engagement incorporating academia, government, industry, and civil society through systematic democratic validation processes. Implementation through the Universidad Politécnica Salesiana-GAD Cañar Municipality collaboration demonstrates practical application for sewage infrastructure inspection technology. The framework comprises four sequential phases: collaboration structuring with institutional agreements and risk mitigation strategies, collaborative development with multi-stakeholder engagement and technical specification, validation and user integration through controlled testing and operator feedback, and technology transfer with sustainability protocols. Results validate methodology effectiveness through complete milestone achievement within established timelines and budget parameters. The approach addresses critical gaps in developing country contexts by eliminating university cash flow requirements while ensuring municipal asset ownership and comprehensive stakeholder coordination. The methodology provides replicable protocols for similar university-municipal partnerships requiring technological solutions for essential infrastructure challenges in resource-constrained Latin American environments.
