Abstract

The paper proposes an analysis of the important relationship between state and development planning in the context of Latin American peripheral capitalism. This changing and complex link is one of the main topics in economics and development theory, and acts as an important nucleus of theoretical, ideological and political discussion. During the developmentalist stage, Latin America experienced a scenario where it was possible to contrast in practice the limits of the mixed economy integrating the State and the market, the role of planning, its potentialities and limitations, as well as the role played by the national bourgeoisie. Beginning around the year 2000, the region began to overcome the neoliberal model, and the State, planning and development reappeared on the academic and political agenda. The current moment, however, clearly indicates the probable exhaustion of this new statist cycle in the region. For this reason, the historical regularities in the relationship between these three components are analyzed, and the current situation in the region is examined in depth, with some emphasis on the Ecuadorian case.
