Abstract

The purpose of this article is to establish the relevance of the communicational analysis of the strategies of Ecuador's integrated security system, within the framework of the State's obligations to guarantee citizen security and, particularly, the citizens' right to communication. The starting point is precisely to show the communication processes developed by the Integrated Security Service ECU-911 (SIS ECU-911), considering that communication is a fundamental tool for the work between the institution and the citizens. For this purpose, strategic communication, citizen participation, citizen security and public policy are discussed, which are the basis for the institutional work and the projection of intervention activities that contribute to the comprehensive security of citizens. The support and coordination of other institutions for immediate response to emergencies is highlighted. As background, it should be known that ECU-911 arises with the concept of security, based on the protection of citizens working together with other institutions and the Department of Communication with which guidelines are determined for communication management both locally and nationally, so that there is an appropriate treatment of information, dissemination and positioning of the institution. In addition, all public and private institutions have a communication system, allowing the development of inter-institutional processes, as is the case of ECU-911, which, through the strategies they apply, become a tool that raises awareness, achieving a change in society and offering citizens the possibility of making decisions; it is in these circumstances that communication becomes important for a true understanding of security and prevention.
