Abstract

The Infoparticipa Map project was conceived and continues to be applied in Spain. It is based on the application of 41 indicators for the evaluation of communication and information offered by local government websites. The research "Quality and transparency of information and communication on local government websites in the Republic of Ecuador. Comparison of cases in Ecuador and Spain", takes this experience as a reference, and applies this methodology, adapting it to the Ecuadorian legal framework, in a sample of 110 municipalities with more than 20,000 inhabitants. In order to develop this project, it is necessary to carry out a comparative analysis of the competencies of the local governments of Ecuador and the municipalities of Spain. Likewise, the application of the Infoparticipa methodology in the local governments of Ecuador requires knowledge, analysis and discrimination of the Ecuadorian legal framework in order to adapt the Infoparticipa indicators.
