Abstract
The case of Creandino is reviewed as a rural experience that, through an educational-communication approach, generates governance strategies and practices that seek to identify, based on a chronological analysis, elements that allow the construction of a startup that favors integral community development. The proposed methodology identifies 3 early axes in which milestones are marked that articulate public policies with the social processes that have taken place in the last 20 years. Based on this analysis, an intervention cycle with six moments is proposed to consolidate the actions generated by the startup.
