Abstract
Cuenca, Ecuador's third largest city, Cultural Heritage of Humanity, ranked by the National Assembly as a University City, and chosen as one of the ten best cities to live in the world, has the highest density of productive units in the country; the vast majority of them are small businesses; however, given their characteristics, they do not generate enough income to make a real contribution to the region's economy. Their limited competitiveness has prevented them from growing; internal factors of their own operation, such as weak administrative management, problems with the market, production and financing, as well as environmental factors, such as insecurity and the political climate, are elements that hinder their management. This research seeks to diagnose their functional areas in order to establish short-, medium- and long-term growth strategies.
