Aspectos Fundamentales de la Política Educacional y el Desarrollo Social en Ecuador

Taking into account the importance of public administration for the fulfillment of national purposes in the various aspects of social development, including the educational area, the objective of this paper is to reflect on fundamental aspects of educational policy in Ecuador. To this end, theoretical elements on educational policy, particularities and main regulations are evaluated, based on the considerations of various authors in the discussion. In this sense, it is considered that the changes in the educational function of the Citizen Revolution have been an essential feature of the National Plan for Good Living and local strategies. For the study, a system of methods and materials has been used, including methods such as analytical-synthetic, induction and deduction, as well as the analysis of documents from global and national organizations. The bibliographic review of texts published by various multilateral institutions has allowed the evaluation of data from significant materials in order to reach conclusions. Finally, some of the main results achieved in the last decade are recognized from the main human development indicators, according to international sources of the United Nations Development Program (UNDP) and documents of the country. All this allows us to conclude that there is evidence of progress in education policy, which is expressed in the increase in the adult literacy rate, the sustained education index, the increase in the expected years of schooling, the increase in the average years of schooling and the decrease in the dropout rate in elementary school. In addition to the above, we have managed to improve school infrastructure.
