Abstract
The establishment of public policies regarding personal rights, the environment, education and culture needs to have basic, updated, systematized and timely information. The lack of data prevents the specific identification of the needs and shortcomings of vulnerable segments of the population, limiting the proposal of effective ways to confront and mitigate them. For this reason, the Administrative Sciences program at the Salesiana Polytechnic University Cuenca Campus, in agreement with the Silva Henríquez Catholic University of Chile, began a long-term project in 2010, with the objective of defining the perception of the population of Cuenca regarding access, equity and satisfaction in obtaining basic and public goods.
