This descriptive research project, employing a mixed-methods approach, aims to analyze the dynamics of the dairy chain in the El Pisque river basin, focusing on the influence of small-scale producers and artisanal processors on public milk quality policies. Historically, commercialization was dominated by intermediaries, prompting the organization of producers (collection centers) and processors (ASPROLAMM) to secure raw materials and access state support. The implementation of state-mandated quality regulations (MAGAP) led to changes in production practices without prior analysis of their implications. The Salesian Polytechnic University (UPS) played a crucial role by establishing the first Milk Quality Laboratory (LCL) as a neutral agent for quality-based payment certification, followed by the establishment of the Milk Research Center (CILEC). The methodology involves reviewing regulations and conducting semi-structured interviews with producers, processors, and regulatory officials (AGROCALIDAD, ARCSA, MIPRO) to describe socio-organizational processes and evaluate regulatory compliance. Furthermore, the impact of local support initiatives, such as the National Cheese Fair (FNQ), and the specific technical contributions of the LCL and CILEC to national policy formulation will be analyzed, seeking to understand how these actions foster local development.<br/><br/><b>Goal</b>: <br/>To evaluate the participation and influence of small-scale agricultural producers (AFC) and artisanal dairy processors in shaping and implementing public policies related to milk production, consumption, and quality, while analyzing the technical-scientific contribution of the UPS towards local development in the El Pisque river basin.<br/><br/><b>Research lines</b>: <br/>Quality and safety in milk and derivatives
