This body of work examines the intersection of social influence, ethical and regulatory considerations, and advanced AI-enabled learning and support systems within higher education and local public discourse. The first study analyzes how news accounts gain prominence on Twitter (X) in Cuenca, Ecuador, using engagement metrics to identify credible sources and support informed, security-oriented community discourse. The second work presents a GPT-3-based chatbot prototype to identify and categorize harassment in university settings, highlighting empathetic responses, safety, and privacy considerations. The third project describes the development of an Intelligent Educational Agent (IEA) that leverages LangChain and GPT-3.5 Turbo to deliver personalized, context-aware learning assistance, generate assessments and academic plans, and support teachers and students in online education. Collectively, the research emphasizes responsible deployment of AI and social technologies—balancing effectiveness with ethics, transparency, and human oversight—while aiming to enhance public safety, student well-being, and personalized learning in higher education contexts.
