The body of work analyzes the financial and economic dynamics of small and medium-sized enterprises (SMEs) within essential utility and service sectors, particularly under the pressures of the COVID-19 pandemic. Across the studies, standardized financial statements and ratio analysis are employed in longitudinal, non-experimental designs to understand how pandemic shocks affected liquidity, solvency, and performance in electricity, gas, steam and air conditioning supply, water distribution, sewerage, and waste management. A supplementary study examines financial inclusion among entrepreneurial women in a specific urban parish, highlighting persistent barriers to access and the policy relevance of inclusive finance as a driver of development. Collectively, the research demonstrates how financial health and inclusion influence resilience and growth for SMEs and women-led enterprises amid public health crises, underscoring the role of quantitative indicators and descriptive analysis in informing policy and managerial decisions.
