The research focuses on two primary pillars: the optimization of public administration and the development of human capital in the digital era. In the realm of public management, the work evaluates the efficiency of Decentralized Autonomous Governments in Ecuador, specifically analyzing budget execution, financial sustainability, and the implementation of participatory budgeting. These studies highlight the critical role of transparency, accountability, and political will in ensuring that public resources effectively meet local needs, while identifying significant gaps in management capacity and regulatory compliance across various municipalities. Complementing this, the research explores the intersection of digital competencies and soft skills among students. By examining how technological proficiency influences professional readiness, the findings demonstrate a positive correlation between digital platform usage and the development of essential workplace skills such as problem-solving and decision-making. Together, these studies underscore the necessity of strengthening both institutional governance and individual educational frameworks to foster sustainable development and professional competitiveness.
