The Salesian Polytechnic University in Cuenca and the School of Administration and Economics of the Catholic University Silvia Hemíquez, in Chile, have carried out the research "Perception of the poor population of Cuenca on the access, equity and satisfaction in obtaining basic and public goods" during the period 2010-2012 in order to have basic, updated and timely information on socioeconomic issues to have enough elements on which to propose sustainable solutions.

The study on the perception of the conditions of access, equity and satisfaction in obtaining basic and public goods must be continued in order to know the evolution of the needs and deficiencies of the poor population of the Basin, otherwise effective ways to mitigate or eliminate them could not be proposed.

In other countries in Latin America, there are studies that take into account the perceptions of social groups considered poor, which have their particular approaches and interpretations, whether considering governance, or epistemology, economy or sociology.
